I do something sort of like this, but I actually have a tape set for
each week. My backup also takes two tapes. I have a retention period
of 25 days, so even in February the 1st week tape will be ready to be
recycled at the beginning of the next month. If there is no 4th Sunday,
I just mark the 4th set as used, and it then rotates to the 1st set.
After I did this I decided it was not ideal (and probably overkill), but
never bothered changing it. One alternative that I thought about is not
marking the tapes week 1, 2, etc, and just having a couple sets that I
rotate between. You could do this, and since you aren't rotating them
out of the changer, it would be quite easy. Each would have a retention
of 10 days or so (anything between 7 and 14), and bacula would just
switch between the two sets for the weekly backup. What week of the
month it would be wouldn't actually matter.

hole strategy is dumb and there is a better and smarter way to solve this
problem.
Maybe I should only use one monthly pool and tweak the retention times so
that I only have to put one 2 tape set in place and bacula will use it no
matter which one it is?
