One of the default jobs in the bacula-dir.conf file I got keeps
getting scheduled, even though I commented it out and reloaded the
director.

For example, now I see
Incremental    Backup    80  31-Oct-05 01:05    BackupCatalog
Inc2005-10-30_0068

even though more than 24 hours previously I commented it out and told
the director to reload (I think this was via Debian's
/etc/init.d/bacula-director reload
which looks as if it sends HUP.

If I did force-reload it stops and starts the daemon, and I may have
done that too.  Today I did an upgrade which should have done a stop
and start; the job was scheduled before that.

My efforts yesterday seem to have done something, because every job
ran in duplicate!

Can anyone explain what's going on, what I'm misunderstanding, or how
to fix things?

Here are some theories:
1) The reload added to the existing list of scheduled jobs.  However,
this doesn't explain why I got BackupCatalog twice, since it was
commented out with # at the front of the line.
2) # isn't really a comment character, and is ignored.
3) I didn't do what I thought I did (though I checked that I really
saved the new bacula-dir.conf several times, along with the fact that
the only BackupCatalog job was commented out).
4) BackupCatalog is now in some database of jobs bacula uses and
commenting out the config file entry just leaves it there.
5) I'm completely missing something.

I was using Debian's bacula 1.36.3-1b (my variant of 1 with a fix) and
just upgraded to -2.

P.S. I'm going to file a wishlist bug about deleting scheduled jobs,
unless I discover such a request is already present.
