I'm not a Bacula guru by a long shot, but the fix seems
as simple as adding Maximum Volumes = 9 (or whatever the
number of tapes your library holds) to your pool definition.
YMMV, especially if every tape from your pool isn't in the
changer at all times.

When I was playing with a disk storage pool yesterday,
Bacula was preferring to create new volumes over recycling
old ones.  Setting Maximum Volumes in the pool definition
and setting LabelMedia = no in the device entry of the storage
daemon's config file seemed to fix the problem for me.

Of course, there's probably a few obvious (or simple?)
options that I overlooked in my own config files...
