... the best (i.e. documented and, as far as I knw, proven) solution is the Bacula IMage Manager program.

Bacula does the backup to files on disk, and later, using a simple web front-end, you write these files to disk.

I played with it a little some time ago, but found it hard to set up to my needs (localization, support of DVDs, more fault-resistant frontend) so I decided to use native DVD writing. With some success, I should point out, because most often I complain about things not working ;-)
