Yes, "unload" and "loaded" return 0. But this is what I just found out debugging bacula-sd. After issuing "label" command for tape in slot 6, bacula-sd reports this:

autochanger.c:220 run_prog: /etc/bacula/mtx-changer /dev/sg2 loaded 6 /dev/nst0 0 stat=0 result=0

If I'm not mistaken, it should issue "load", not "loaded" command. This could be reason why I have multiple respones from mtx-changer for "loaded" function and none for "load".
