make_catalog_backup (I think, I'm not looking at my system right now, but the name is similar), a RunBefore script, should be creating a file on the system to backup by doing some variety of dump, depending upon your backend. My guess is that A) the script is not running or B) the script is placing the file in the "wrong" place.

That's one of the default jobs that comes with Bacula.  Comment it out.

I am trying to get the BackupCatalog working. If I enter /usr/local/share/bacula/make_catalog_backup bacula bacula from the shell prompt the file gets written to /var/db/bacula/bacula.sql I've tried commenting out RunAfterJob so bacula.sql wouldn't get deleted but I still get the same error message. Or is the whole BackupCatalog idea unnecessary?
