I still that this is just 'wrong'.
Bacula issues a "list" command with the configured changer-script.

I hacked my changer-script in that way, that it only does an 'mtx inventory', 
when there are filled slots without a read barcode.

I think that's the point where all tapes get loaded to read the barcode.
Dunno if there's a special way for a changer to only scan certain slots.
