Yes.  The client whose IP address you know is probably "probing" Bacula.  It 
is probably trying to open a connection or checking if Bacula is alive but is 
not using valid Bacula protocol.

The fix is to stop the client from probing Bacula.  If it is probing Bacula to 
find out if it is alive, there are several programs in the examples directory 
that show how to do it correctly without creating these error messages.
