According to

http://www.bacula.org/rel-manual/Client_Fi_daemon_Configura.html

You set this in the client (FD), not the SD.

Heartbeat Interval = <time-interval>

The documentation also mentions what to do in Windows if you are 
using this directive and you still problems.

Add the above to your bacula-fd.conf file on your Windows machines.
