It is a design decision.

What problem are you trying to solve that cannot be done with the 
existing system?

Look at it from a simplisitic point of view: one job, one client: if 
it fails, you have just one failure.  one job, 20 clients: failure is 
now much bigger.

Small block, big solutions: much better.

Big blocks, complex solutions: harder.
