In Linux, I think I used kbarcode to print my labels (LTO-2 HH drive in
a Quantum Superloader 3, it actually came with labels for the tapes but
was missing one for the cleaning tape so I had to print that myself).

There are other Barcode generating utilities available for Linux and you
can undoubtedly interface them with Bacula's database (with some
scripting...), but Bacula itself has no printing functions whatsoever as
far as I know. Might be an interesting idea for the GUI or Web ifaces
though.
