I think that Maximum Volume Jobs, among other things, is a property set 
and associated with the volume only when it is first created--subsequent 
changes only affect new volumes.

Go to bconsole, and use the "update" command. Select (1) for  volume 
parameters, select (1) for volume status or (4) for "Maximum Volume 
jobs", then navigate to the volume in question, either changing it's 
status to Full or tweaking the Maximum Volume Jobs count manually. I'd 
try the former just to be safe--I don't know what a volume does if 
Maximum Volume Jobs is set to less than the number of jobs already on it.
