You can find directions on how to make and use the linux CD in
/etc/bacula/rescue/linux/cdrom/README

I would suspect that the biggest gain would be in recreating the diskinfo
script for freebsd.  This would guarantee that the poor sysadmin stuck with
recovering the system from scratch would be able to recreate the same disk 
layout.

Next up would be the equivalent of the grub/lilo scripts, with particular
attention to re-creating any custom boot options required, such as device
driver initialization parameters.

Beyond that, I would bet that everything could be handled by an existing live
CD package, such as the FreeSBIE one that Dan mentioned already.
