This is a known glitch with the new filesystem layout of Vista.  If you poke
around in the bacula-devel mailing list archives, you should find a discussion
of the problem, and a potentially fixed Windows binary.  Note that the fix
will only be in the beta 2.1 code base, not in 2.0.
