Yes. In fact, that is how Bacula *always* works. The only exception are things like live databases, where you typically use the database-related dump tool to create a dump of the database which you then store to tape. Of course, this dump can also be done on the backup machine, provided it has the necessary tools available. Also, you could write the dump to a FIFO which then is read by the backup process.
