If there are no spare tapes in the pool that the current backup is taking place on, Bacula will look to see if it can take one from the scratch pool. It won't look for volumes which may be recycled but are part of another pool, nor will it move volumes back to scratch when they become eligible for recycling. Though that's an interesting idea.....
