I assume the "cannot open ..." message refers to a file on the Windows system... as the Administrator user under Windows, can you access those files? What are the security settings currently? I have definitely seen NTFS get corrupt before in such a way that files appear to exist but are inaccessible (although this was not using the Backup Api which may or may not have had a problem accessing them). Maybe run a chkdsk /f on the disk?
