That's the key issue - Bacula doesn't notify for unmounted devices as it assumes the operator knows what he's doing. Unfortunately, that might well be, but errors still happen... One solution would be a simple monitoring... for example using Nagios, you could monitor for unmounted devices and notify after one hour of not being mounted.
