Install locations of bat is an issue being addressed I believe. There were inconsistencies in some of the packaging as well as the basic install from compiled source.
As a developer I always just run from the source location. All apologies! I think that having the bat binary read the bat.conf from /etc/bacula is a very recent thing in the head.
