I was wondering if there's a trouble with rights somewhere here

I think it should write the bacula state file here ...

Double check if path exist and in config that you use a " " delimiters to path
due to the blank in path ...

Sometimes it's better to use windows predefined env var
(to see them use env in a cmd console)
