It looks like a bug/misfeature in verify of a VSS job. The problem is that the count of files in a VSS backup includes a special object called job_metadata.xml, but this isn't a real file so verify can't find it. I'm not convinced that VolumeToCatalog verify can be used reliably with VSS jobs anyway though, because it will be verifying the current state rather than the snapshot.
