Very likely this means that either your Windows firewall is not allowing the connection, or else the bacula-fd process is not actually running. Use the Windows taskmgr to verify that bacula-fd is running (Accessories -> Run Program, type "taskmgr"). If it is, then try disabling the firewall temporarily; I don't remember exactly where this is, but it would be under the Control Panel somewhere (security settings).
