Why do you think it does?
Basically accurate mode is sending a list of files which were on previous
backup (selecting a catalog for that) and a client is removing a filename
from this list every time it backup a selected file. Then it is checking if
rest of the files on the list is available, if not it is writing
information to the backup stream that a particular file was deleted.
So, even with accurate mode you have a gap for files newly added in the
FileSet which were not modified since last backup.
I don't have so much space for backup so for me it is essential not to

No, I can't. It is not safe to use "Ignore FileSet Changes = yes" unless
you are very sure what are you doing. The accurate mode doesn't matter in
this case.
