Sorry, I quoted the wrong Bacula version, but I was using the 5.2.10.  The
Installer didn't look like the typical Installshield splash set up.

I was also using the 64 bit on Windows 10 64 bit, tried also the 32 to see
if it would work somehow.

Also did run as administrator and still ended up with the same problem.
The basic jist I keep seeing was that whatever the <random char>.tmp
threads the installer was trying to do, they were halted or stuck and
nothing else would happen until I end tasked them.
