Interesting. I just tested it on new Debian 10 installation. I tested it by putting a path in /etc/ld.so.conf before and after the include line. I have also tested it with the separate config file in the /etc/ld.so.conf.d directory. In all cases it worked as expected and the cache was properly updated.
