I don't know about adding the FD only but I do know that bacula maintains a repo for Debian with 13.x binaries in it. To get access to this repo, you need to go to download on bacula.org, register, get the code they include in an URL in your registration email, and configure the repo in Debian. I guess you could just download the binary you want via http if needed.
