I'm fairly new to Bacula, so please forgive my ignorance. Can't Bacula
be configured to NOT automatically purge certain media (such as the
offline USB disks for archiving) from the catalog?

Vchanger is excellent if you rotate disk regularly as a
daily/weekly/monthly task.
The OP, however, wants to "replace the disk every now and then and keep
the old as an archival copy". I guess "archival copy" means they want
Bacula to forget about that disk.
In that case I wouldn't bother with vchanger.
Just swap the disk with a new one; of course Bacula won't be able to
restore from any of the volume on that disk, unless you put it back online.
Eventually the job/files will be purged from the catalog: in that case
using bscan/bextract will be the only way to perform a restore from
those volumes.
