Azalis, if I understand it correctly, broke the Bab's covenant, not
Baha'u'llah's, since they never pledged their allegience to Baha'u'llah.
Dear Christian,
What complicates the picture here is that the practice of shunning Covenant breakers was first applied to the Azalis by Baha'u'llah Himself.
