It's the same here in Thailand and most of South East Asian countries. Therehas been much emphasis on Ruhi classes and hence the teaching and enrollment has
stopped.
I recently read a recent report noting one cluster in Cambodia that has grown from 500 Baha'is to over 2000, in a relatively short period of time.....and the process appears to be spreading.
