Dear Steve, Well, I think Dr. Arbab designed the program originally. But the materials, in the US at least, are too cheap for me to imagine anyone is making much of a profit off of them. Nor can I imagine that an ITC or House member would push this for their own personal gain. At most, those who designed the material might push it because they didn't feel strongly about it, they wouldn't have developed it in the first place! I wish Ruhi would go into the public domain for other reasons than a possible conflict of interest. Regional Institutes would then be freer to revise the material at will.
