I have difficulty understanding that a consolidated community would not grow much.... but that is maybe my take on what consolidation is and what effects it has.
I think any community that has say 50 believers and only 18 are seen regularly, is not a very consolidated community. I do not know what percentage that is, but you get the picture.
Now, all I know is from what I hear over the internet of the USA. Dublin is apparently quite a consolidated community: there are 45 bahais and we see usually about 20-30 on feasts. In amsterdam, that number was less. We saw less than a half at feast, though still quite a few.
