I looked around for it, but I could not find it. That statement was, I believe, in a letter written on behalf of the Guardian (though it may have been the House of Justice). It was in a compilation put together under the auspices of the American NSA back in the 70s. It is not in _Lights of Guidance_. Regards, Mark A.
