I will make a qualified response, since, officially, I don't know. It seems to me that elucidation as an extension of the House's legislation functions, which the House of Justice (or its agencies) seems to be applying to some non-legislative areas (like the authority of the Bible), might not have been necessary, at least not to the same degree, if there were still a Guardian. I don't think this indicates that the House does not have the authority to elucidate in those non-legislative areas, but it may be that the need for it would not have arisen, and that such elucidations would not have been applied in the same fashion with a Guardian as its Head. In other words, any elucidations of the House of Justice would have been *immediately* combined with the Guardian's interpretations. Regards, Mark A.
