That's not what I'm saying. I'm saying that the Master designated the House of Justice to function with the Guardian, with the Guardian's representative, or without the Guardian. The Second Part of the Will, which expressly provides for the elected membership to convene and make decisions which "have the same effect as the Text itself" during the childhood of Shoghi Effendi; also applies now that Shoghi Effendi died without being able to name a successor Guardian. In paragraph 42 of the Aqdas I think Baha'u'llah provides for a number of possible eventualities in the sequence of His successors. I think the Master says that whatever the sequence, they are divinely guided.
