 imho it matters rather critically, and forms a "justification" for scholarship 
in a way that determining what are appropriate dances are for the angels, as 
necessary to determining how much room they need, each, on thj head of a pin. 
  there is a Cite or 2 somewhere in lG to the effect that since the Guardian 
oversaw ever outgoing letter, so far as "call to action" is concerned, there is 
no difference.
  on the other hand, there i a Cite,..somewhere...to my dim recall, that if the 
Guardian felt, infallibly, there was something that needed said to the "Baha'i 
world," the Guardian said it to the Baha'i world.
  compare, frinstance, aDj or WOB with what s written "on behalf" to particular 
persons or institutions, which are "free to be shared" but...
   i think of the unbelievably unnecessary pain caused by the conflation of 
things said "on behalf of" to individuals with "the Baha'i Faith says".
   
 it matters not at all; it matters critically--depending on usage.
   imho the House infallibly reflects this dialectic tension when in so many 
Advisements i have seen there is the net output of "here's some relevant Text, 
some relevant Guidance, and....good luck."
