The Baha'i Studies Listserv It puzzles me that Shoghi Effendi was so surprised to find that he had been appointed Guardian. Wasn't it pretty obvious he was going to be the one chosen? Who did Shoghi Effendi think was going to be chosen, if not him? Was he the only person who was surprised?
