Avarih openly defied Shoghi Effendi's instructions regarding the Arabic 
translation of his book way early during the ministry of Shoghi Effendi and 
then began making insidious remarks, etc. Bahiyyih Khanum, during the time that 
Shoghi Effendi was absent from the Holy Land, alerted the LSA of Baghdad by a 
very terse and cryptic cable when Avarih was on his way from Palestine to 
Baghdad.

You mean the Will and Testament.

That is pretty much where Avarih was coming from. At first he
questioned the authenticity of the Will but when he saw it he admitted
it was genuine. Where Ahmad Sohrab and Avarih both parted company with
the Guardian is they wanted to see the immediate election of the
Universal House of Justice whereas Shoghi Effendi insisted that NSAs
had to be established first.
