The Baha'i Studies Listserv
I didn't know they sen't him a letter. I read his blog sometimes, so I should 
have been able to know that.

Are there any of the writings of the Bab, Baha'u'llah, Abdu'l-Baha, or Shoghi 
Effendi that support that position?

Actually the most recent one is Senator Mike Gravel of Alaska.
 

On the contrary, Gravel has been unequivocally opposed to representative 
democracy  for at least the last 10 years or so.  In a representative 
democracy, 
the representative does *not* act as proxy, but in the best interests of the 
people.  Recently, this concept has been largely redefined to mean "in the 
interests of the voting electorate".


Also, the Administration isn't going to replace the gov't but exist alongside 
it.
 

Perhaps, but in my opinion that does not appear to be the position of the House 
of Justice as conveyed in their 1995 letter to Sen McGlinn.
