Yes, Khomeni and Khamenei. They have issued fatwa on the head of Salman Rushdie and some other guys. Some Iranian opposition were killed by their fatwas both in Iran and Europe. These are acts of terrorism. During Iran/Iraq war, Khomeni and Rafsanjani issued some fatwas against Iraq and Iraqis, I cannot remember the details.

In Shia Islam it seems those are the clergies (ayattolahs) who have issued
fatwas for Jehad and other terrorism acts. And I think in general Shia
clergies are much more powerful than their Sunni counterparts.
