IMO, it is significant that the divine Essence, Whom Shoghi Effendi calls a 
"rational Being," is repeatedly referred to in the Baha'i texts as the Primal 
or First Will (al-Mashiyya al-Awaliyya). We know God's rationality (His "Mind," 
perhaps) through His Will.

God's eternal or ancient Covenant (the Cause or Command) is, to my 
understanding, the "sign" of the Primal Will in the succession of Prophets.
