The Baha'i Studies Listserv Dear David, Keep in mind that Regional Baha'i Councils are an institution started by the House of Justice and subject to its rules. While they may eventually become Secondary Houses of Justice they are not that yet. Just as the original International Baha'i Council was appointed, so Regional Baha'i Councils are generally selected by some combination of voting and the appointment. The reason for this is that currently the primary function of the Regional Baha'i Councils is to carry out the goals of the current plan. If persons are elected who do not support the plan for whatever reason (such as not wanting to implement the Ruhi Curriculum) then the progress of the plan will be impeded.
