Actually, no portion of Q&A is *part* of the Aqdas. Q&A supplements Aqdas.
There are about 11 works that are considered supplemental to Aqdas, one of
which is the Q&A, Others are mentioned by the Guardian in GPB and include
such things as Bisharat, Tarazat, etc, and it even includes one work of
Abdu'l-Baha, namely, His Will & Testament.
