I missed the part of the Constitution and By-laws that Guy posted. The only specific reference I can find in the Constitution of the House of Justice to the requirement for the entire membership to be present in consultation on a matter, is at the very end of the Constitution and Bylaws:
"This Constitution may be amended by decision of the Universal House of Justice when the full membership is present."
