I am sure, but it is only my opinion, that the House would never deal with
matters such as the meaning of the scriptures, or any new legislation,
without
all 9 members being present.

Usually the House avoids commenting on the meaning of scripture anyhow since that would easily go off into authoritative interpretation. But I agree that there would probably be nine members present for any act of legislation. The House has only legislated a few times anyhow. Most of what they do are policy decisions. But I know that all nine would be present before serious decisions like whether to declare someone a Covenant breaker are made.
