He may be correct, but the concepts themselves did not originate with the Baha'i world 
community or from the Baha'i World Centre. The following is from a position 
announcement:

"work with local libraries, bookstores, teachers and community agencies to organize 
one service- learning project per quarter develop and implement and assess a campus 
Awareness Campaign facilitate presentations serve as a liaison between community 
agencies and participate in local National Service Clusters"

These quotations come from Mannum High School (Australia):

"Special arrangements: Member of Lower Murray Cluster of Schools, one of the 
Enterprise Education Clusters. The school is currently involved in a review of 
schooling structures with Mannum Kindergarten and Mannum Primary School. Formation of 
a single community school is an option."

that person at least once a term for performance reflection meetings. These record the

The below is from Lexington Middle School (South Carolina):

Clustering and reflection meetings are established techniques in business and 
education. At the college where I work, they are frequently used in connection with 
service learning (the incorporation of volunteer community service into course 
requirements).
