I don't have the answer to that question.  Is it  possible that he was calling upon the Baha'i communities to rehabilitate western societies; when Baha'i communities in the western societies seem to have the same problems as the surrounding areas?  If that is so, then he is calling upon Baha'i communities to do what Shoghi Effendi called upon the American community to do in Advent of Divine Justice.  That is, first establish certain kinds of behavior in your own communities; and then establish them in the larger community.

Hmmm. I think that Baha'is in some areas of the world may be doing better than Western Baha'is in the first three areas. However, I'm not sure if they are doing much better than the communities which surround them either. First instance, the divorce rate of Iranian Baha'is may be lower than American Baha'is but is it lower than Iranians in general?
