Salah satu opsinya adalah melarang mobil di atas tahun 2000 menggunakan BBM bersubsidi. Direktur Jenderal Minyak dan Gas Bumi, Kementerian ESDM Evita Legowo menjelaskan, opsi tersebut kemungkinan akan direalisasikan bekerjasama dengan kepolisian. "Mungkin dengan tahun buatan 2000 ke bawah bisa mendapatkan BBM subsidi, 2000 ke atas tidak boleh diberikan subsidi. Kami akan kerjasama dengan kepolisian mungkin dengan stiker," ujarnya dalam Seminar Tantangan dan Peluang Meningkatkan Produksi Migas Nasional di Hotel Nikko, Jalan MH Thamrin, Jakarta, Selasa (20/4/2010). Selain itu, ada opsi lain mengenai mekanisme pelaksanaan subsidi tertutup yaitu subsidi hanya diberikan pada kendaraan berplat kuning. Namun, Evita menyatakan hal tersebut tidak bisa langsung dilakukan karena harus bertahap. "Mungkin plat kuning saja, tapi menuju ke sana tidak bisa langsung," ujarnya. Sebelumnya, pemerintah telah melakukan pengalihan subsidi kerosin ke subsidi LPG 3 kg. Namun, mengenai pembahasan pengalihan subsidi BBM ini akan dilakukan bersama DPR RI sesegera mungkin. "BBM ini penetapan harganya antara pemerintah dan DPR RI, mungkin sebelum mengembangkan energi baru terbarukan, kami pengalihan subsidi. Kami masih membahas dengan DPR. Kemarin saja sampai jam 12 malam.
