Thank you for your concern about our apprehension. The rejection to the plan of building a power plant in Pemaron by moving the old power plant with crude oil energy in Tanjung Priuk by the local people is not without any reasons. Legally it is blunt violation of the decree of Bali's Governor of which has declared the village of Pemaron ( as part of Kalibukbuk/Lovina Tourist Resort ) as one of Bali's tourist designated area. As such, all kinds of developments not in line with tourism must be banned. It is cristal clear that the construction of this power plant is against the decree of Bali's Governor. The agency ( Bapeldada ) which has the authority to issue the assesment of invironment impacts cleary stated that the project is permitted to go ahead, if : 1. The Local Legislative Council (DPRD) in writing to accept this project. 2. The Desa Adat ( Customary Vilage ) in writing accept this project as well. 3. Tourism Organizatin (PHRI ) in writing accept this project. 4. The village where the project is located in writing accept this project. In reality, all these components have obviously rejected the project. Despite the Governor, possibly, has given his recommendation in principle, it does mean that the Governor has approved that the project can be realized. Due to the objections as been mentioned aboved, automatically, the project has been rejected. Technically, this project is also not feasible. During the technical discussion on October 10, 2002 at Bali Taman Hotel ( unfortunatelly Indonesia Power and Bupati of Buleleng didn't show up ) many questions have been raised such as: how much this project will cost, why it must be built in Pemaron, who will guarantee there will be no oil leak from the pipe just laid out undewater, etc? These questions were not answered satisfactorily. We, the people of Buleleng, fully realize that we badly need electricity. No argue about that. If what was told by PLN that we are facing power shortage in the near future, is true, we agree that a solution must be found. But please bear in mind that the fate of Bali is extremely relied on tourism and Pemaron is a tourism designated are. We would say that if this project go ahead, Lovina might be history and Bali might be a lost paradise. And we now arrive to the point: about the alternative as asked by Pak Ngurah Ny. As a scientist, a technician, there is nothing imposiible. Let me make a little joke : a politician makes something possible to be impossible but a technician makes something impossible to be possible. It was a daylight dream that the man could go to the moon. The alternative : it has been submitted by Pak Wisnaya from the LP3B: among others are : 1. Utilizing the power plant from Paiton by repairing the damaged underwateer cables or installing new underwater cables. 2. Build the power plant in Gilimanuk next to the existing power plant 3. Double the capacity of power plant in Pesanggaran or in Gilimanuk. 4. The last option, build the power plant in Celukan Bawang. If the problems of the aboved proposals that in that area only available one cable at the electric cable network, why not install more cables? If the proposal to build a power plant in more vacant area such as east of Singaraja can not be accepted due to the not availability of transfomers ( Gardu Induk ), why not build it, at least it is feasible for a long run planning. If the power plant must be built in Pemaron due to the economical and finacial reasons such as the availability of land, building, transformer ets, in our opinion it would be one sided sight. What about tourism? If the water, in fact, polluted by leaked oil and no tourist come to Lovina, could we count in figures the material losses? Hoe many people will lose their source of living? Those only a few axamples, the prices must be paid by the local people. TO WHOM IT MAY CONCERN PLEASE CONSIDER THIS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Please find a win-win solution.
