Herewith we are inform that there are still a lot of questions concerning PLTGU Pemaron. This letter below is submitted by Dipl.Ing Beate Dotterweich to Mr. Djuwarno From PT. Indonesia Power. Please, who concern about Bali Island and his future, give comments and attention for this terrible planning i.e: placing catasthropic Old Power PLant to Pemaron. This letter is also sent to Gubernur Bali (via Facsimile) and Bupati Buleleng (Via POS).

Dear Sir, Mr. Djuwarno , Marketing Manager of PT. Indonesia Power.

 

At first I want to say thank you for the extensive information in the attachment I could receive through the mailing list from LP3B.

I am glad, that PT. Indonesia Power is now communicating with us in this forum. Because I could not understand, why beforehand PT. Power Indonesia was not willing to answer our questions, especially did not come to the technical meeting in Hotel Bali Taman.

 

For better understanding, there are still some technical questions open and I would appreciate it very much, if you can find the time to answer this missing information as well. Please excuse my directly questions, which are the following:

 

  1. The planed PLTGU Pemaron, is it a Gas-Combined-Cycle-Power-Plant?
    (Because there is still some different information concerning the kind of fuel, what is needed and the on)
  2. I know, that to start the engine there is needed Diesel (solar), but the other fuel needed is HFO, why not in this case?
  3. How much is the need of fuel per week for the PLTGU Pemaron?

 

Your last attachment was very informative, but I miss totally more concrete information about the delivery by sea. How many tankers per week and how many tons per week. And the transfer of the fuel from the tanker to the PLTGU is for me still mysterious. How this will work?

 

  1. To PT. Indonesia Power, Please send us a more detailed drawing with technical information concerning the unloading from the fuel in the tanker to the pipeline.

 

After my knowledge, the results of a fuel delivery by sea are like following:

        There will be a permanent tanker-traffic, to compare with the tank storage in Candi Dasa. The weekly need of min. 3.000 � 3.500 to (just an estimation, very low�) and the needed time to bunker etc. give this conclusion. 

        There will be a strong restriction of the local boat traffic

        There will be extreme consequences for the entire coastal region. (No
tourist is coming to Bali to watch tanker!!!)

        It will be an explosive area with a profoundly danger-category, even under normal operation-conditions.

        There is latent a danger through average like:

      Braking pipelines / oil contamination on land and sea

      Fire / Explosion

      Tanker accidents, Collision in the coastal area

Accidents in the Pipeline area on land through traffic, tectonically
influences,
Flood (buoying upwards)
Defective control, maintenance
Sabotage, Terrorism

All the points under No. 4 could be minimized in danger, if the Power Plant
would have connection to a harbour. But Pemaron has no harbour and will never have a harbour, because of the geographical situation. So please give us more explanations, why the Power Plant must be in Pemaron, which causes through the delivery so much more risk in comparison with a harbour location?

 

And:  Which concepts and methods are made from PT. Power Indonesia to reduce these dangers from planning side?

What kind of concepts exists for the limitation of damage if something like this will happen? 

What are the planning from PT Power Indoensia to compensate commercial and financially the receding of the tourism activities?

 

 

On your Email you explained some reason for the site Pemaron, like

1.      Already long time planed, etc�
I know, beforehand this decision was more understandable, because beforehand Pemaron had not this density of population like now and was not yet tourist area, like now. But concerning the delivery by sea � this was already not optimal planned beforehand in our opinion

2.      Concerning Gardu Induk�
After my knowledge it is not a big problem, still to use this Gardu Induk and built the Power Plant for example in Celukan Bawang. The things that will be needed more are the cables � and the investment for this is not so big (in comparison what you will save, when you don�t need a secure system for the water-pipeline and so on, because there is a harbour�)

3.      Point 3 and 4 concerning quality and increasing of electricity�
This would be for sure possible with the same good results like Pemaron from another location as well, like Celica Bawang.

4.      Your Point 5 concerning the possibility to build up quick the Power Plant in Pemaron�.
Why it is not possible, to build up the same quick the Power Plant at another location?

 

 

Dear Mr. Djuwarno, you see, there are still many questions open. Another big question I am thinking often concerning the other Power Plants in the world, like you mentioned in California and so on. Of course, I know that Power Plants are a modern solution for producing electricity. But please where is the location exactly in California or other countries:

        In a tourist area, where the tourist spots are especially the landscape and the sea?

        In the centre of a village, where people have their private houses next to it?

        In an area, where tourist have activities like snorkelling and fishing and of course which is the area for fishing of the local fisherman?

        In an area, where nearly every day you can watch till now the dolphins passing by and wherefore Lovina is famous? And so on�

Please forgive me the a little bit primitive comparison with a subject of daily living. Every modern household in the first world country has a washing machine. But nobody would get the idea to put the washing machine in the living room. It has to be in the bathroom, in the kitchen or in a room of the cellar. And when somebody is screaming � �no-never in my living-room!� - that means not, that this person has no idea of the need of a washing machine or something like this � it just means that the place is wrong!

So please, Pemaron should not be the bathroom or cellar-room of Bali!

 

And I think we really can stop talking about the need of electricity in Bali � for sure in the future Bali will need more electricity � but with all respect and I am so sorry about it, not so quick anymore because of the horrible tragedy of Kuta. So there is still enough time for a wise decision.

 

Of course there are so many things still to question, but many things already questioned by other people and for me personally, for my technical understanding, is the most interesting concerning the delivery by sea. If you could bring there �some more light in the darkness� � I would appreciate this very much.
