Dear Ladies and Gentlemen!

 

We, as a group of foreigners living in North Bali, would like to inform you about a powerplant project planned in our area, concerning us very much.

It is a very important issue, as all the efforts to stop this project have been totally ignored by the local government. The activity groups here like LP3B, FKB, tourism board, fishermen`s association etc. experience, that all their efforts made to stop the project have been in vain, as the building seems to be started very soon.( Indonesia Power already starts hiring workers...)

The local regent of Buleleng ( northern province of Bali ) obviousely ignores laws and agreements made before, as for example there should be a full agreement of the whole population of the area .

We want to tell you about the main points about this PLTGU, which worry us the most �

1)  The location of this PLTGU will be Pemaron, a village in the tourism area of Lovina, North Bali, therefore being illegal by the law PERDA No 4 from 1999. It will be positioned in the centre of the village, surrounded by private houses.

     Lovina Beach actually is the longest beach of Bali, being famous for snorkeling, fishing, diving, sunrise dolphin watching and in general for it`s underwaterworld. The Maritime National Park of Menjangan Island is only a 60 km away.

 

2)  The generator being used in this powerplant has been refurbished, but the technology and the machine itself has been used already for more than 30 years in Tanjung Priok, Jakarta.

That�s why it will need 1080 tons of oil per day to produce 100 MW of electricity in combination with a gas turbine. All this is called a �gas � combined � cycle - powerplant�. As an extension it is planned to produce steam, using the remaining heat to produce another 50 MW.

3)  Our biggest concern is the delivery of the oil. Weekly tankers will bring about 7000 tons of oil and stay in our sea only 300 m from the beach. ( there is no natural or menmade harbour in this vicinity... ). This oil will be pumped through a pipeline from the tanker crossing the sea, the beach, the ricefields into the PLTGU.

Until today Power Indonesia refuses to give detailled information concerning the material, technology, installation and safety of the pipeline.

Experts of LP3B, a non governmental organisation, controlling the development of Bali informed us, that in case the oiltank would be full, the oil would be pushed back and spilled into the sea.

4)  For the planned extension 215m� of seawater per hour will be treated with HCL, then used for the cooling system, to be pumped back into the ocean at a temperature still being 4�C warmer than the original seawater.

 

5)  As the PLTGU will be located between the mountains and the sea, where sometimes for several days there is hardly any aircirculation, all the emission will remain in the area.

As the powerplant is planned to be built in the middle of a housing area, it will probably have a serious impact on the health of the inhabitants, because of predictable pollusion of air, sea and groundwater.

If this project will be built, it will kill the economy of the whole area, such as fishing, farming and tourism.

What we are worried about as well is the possible lack of consciousness about the environment of Power Indonesia.

We would like to inform you, that this project is financed by the World Bank. IMF has been connected as well for finances, the person addressed there is Mr. Kei Shigaki, External Relations Manager of the IMF Regional Offices for Asia and the Pacific.

As it seems, that the protest of the local people is not been taken seriousely, in fact ignored by the regent of Buleleng, we are now seeking help from international organisations.

 

As we foreigners living in Bali are not allowed to take any political actions, we kindly ask you to keep the source of this information secret. We have been asked by LP3B for our support.
